Interesting, but when was the last time you saw a police motor ridden two up. That backrest for the rear seat will never be used. They need to move the trunk forward, to improve weight distribution, and maybe make that backrest usable for the rider.

Doesn't seem like they asked Harley for help.

That's actually the Pillion Ejection Platform for ejecting pesky pillions at the first sigh of problems It's actually called the triple-tail. It can fold completely forward or completely back to give you another place to attach bags, etc. When it's upright like you see in the pictures, it's a backrest.
