A member here will be dropping by the house tomorrw to put on a new set of Conti RA, and I was wondering if they have the balancing dots, and if so is the dot for the heavy or light side of the tire?

Dots are only good for dismounting and remounting without re-balancing.
Do you know where the heavy part of your rim is??? I have put the dots next to the valve stem (which is conventional wisdom) and had perfect balance, and others were so far off I rotated them 180 degrees rather than add a ton of weight.

I think this issue is way over-rated anyway. Compared to the total weight of an ST rim (no lightweight design there) and tire, even a couple of ounces of balance weight is trivial in the grand scheme of things.
