In California it would be the same, special construction car, because motorcycles have only 2 or 3 wheels.

So if it isn't a motorcycle, you don't need to wear a helmet, and if it is a car, then you need to wear a seatbelt :D

Or, You could bring it to Arizona.
Golf Carts can be licensed, with out seat belts (must have blinkers, for no apparent reason). Arizona is a choice state, you could ride/drive the 'wingabago' with out belts or helmet:)
