I just got my new 06 ST1300 yesterday. I notice the vents to the left and right of the dash outside the windshield have some kind of heavy plastic stuck inside the front of them so very little air comes through. I also notice the same type of heavy plastic in an opening on the right side of the bike above and near the foot peg. What is this plastic and should it be there?

Can't tell yet...

There is a plastic water seal type barrier that runs under your hood over your headlight assembly... keeps the water off of your lights, windshield motor and such... I think this is what you are seeing.

On the right side, in the opening, above the footpeg is a rubber flap that covers and protects the adjustable brake light switch.
Here is a photo of it from my write up of "Peg Lowering Kit".

That's definitely it on the side.
I think the cover inside the steering must be misaligned because it completely closes both those vents except for around the edge. Should those vents be clear from the front to the back?

I think it's normal on the dash, the only part not blocked on mine are the speaker covers down low...It's used as a heat shield in other places, dont remove it!
Thats the rubber mat covering your ws motor / headlights.
