I put the fairing upper and lower deflectors on some time ago.
But since then I have removed some tupperware and the portion of the deflector next to windshield had to be removed. Now it does not stick to well. A screw holds them on OK, but I would like to re-adhere. Also, some the strips are contaminated with dirt.
Can I clean the dirt and apply some 3M adhesive or do I need to get some new 3M strips? If the later, removing the old strips will likely be a PITA.

Denatured alcohol will be your friend in removing the old adhesive, but it will be work.
And yes, you have to remove the old and put on new.

Lighter fluid works pretty good at taking off almost any adhesive.

This is what I did.
Went to CarQuest and bought a bottle of spray-on adhesive cleaner and a bottle of auto trim spray-on adhesive.
Removed the two deflectors that are above mirror on either side of windshield. They are each held down by one screw. Cleaned the VHB strips using the cleaner. Wiped clean and let dry. Sprayed a little adhesive on the strips and stuck them on the bike. Put in the screws.
That's it.
Seems to work fine.

I had the same problem and purchased some 3M weather proof tape...3 years and 75k and they are still there.

Try a product called Goo-Gone and heat from a hair dryer to remove old tape then reapply with 3M tape but be sure to clean surface with rubbing alcohol 1st...
