Just bought myself a secondhand 2004 ABS ST1300 (Only 3000 miles on the clock- previous owner decided that what he really wanted was a Goldwing!). Since I'm living in France the bike is restricted somehow to 100 HP (French law). I have a strong suspicion that the restriction is likely to be electronic (perhaps a jumper wire on the ECU) and as such could, theoretically of course, be removed.
Anyone know how this restriction is done?

It might be worth you nipping across to the UK or Germany and talking to a dealer there to replace the ECU for you (or re-chip it). Just a thought.

I have been discussing this with Mark Galle recently. I asked Honda in France because I wanted to import my derestricted bike to France and hence restrict it to get the papers.
The answer is that the French bikes have a restriction at the air inlet but I didn't manage to identify the part with my dealer. The trouble is that to remove it you need to remove the injector ramp, and depending upon competences that is a 3-4 hour job.
The second this is the ECU, the French version has a different part number than derestricted ones (an F at the end of the part number if I recall correctly). The price of the ECU is about 1,200 EUR! The cheapest alternative is then to find an ECU from a crashed bike. It seems that there aren't many crashed Pans about, which is good news, unless you are looking for an ECU :-)
