View Full Version : The ideal or model rider training and licensing system

I am chasing links to web sites or any information on really good systems of training and assessing riders for licensing.

Here in my state (Queensland) of Australia, we have 2 licensing systems operating as alternatives for the last 5 years. Both require a written multiple-choice test/questionnaire etc to obtain the learner's permit first. Without going into too much detail, the 2 systems are:

1. The first and original system basically allows the learner rider to book a license test through the government department that conducts the assessment tests (assumes they have undertaken sufficient training and know the rules of the road prior to booking the test)

2. The newer system is competency based and allows a learner rider (under certain restrictions) to train over a day or two and be assessed during that training and issued a license to ride. Most often these training centres are operated by motorcycle dealerships (and there-in lies one conflict of interest)

A government committee is reviewing the second/newer system (for improvements) and has invited submissions from interested parties.

We are considering a 4-stage model in our submission:
1. Pre-learning
2. Training
3. Independent assessment
4. Audit of trainers and assessors, including recently licensed riders.

We'd like to look at other excellent systems around the world. Anyone able to provide details of any model systems, or links to web-based info/articles etc on any?

The motorcycle training is carried out by apporved centres situated all over the UK, and everyone that wants to ride a machine over 50cc has to begin with a CBT (Compulsary Basic Training)

There are a couple of ways in which you can get the 'Full' licence, most of it depends on the age of the candidate. However, the DSA (Driving Standard Agency) are making changes to motorcycle taining, and from what I have read and understood, they are making it harder to achieve a full motorcycle licence.

My own opinion reading between the lines is that they are making it harder to get a 'Full' licence and I feel that the government do not want motorcyclists on the road!
