As far as I'm aware, no, as the anti dive is on the opposite side and the internals are opposite as well

Not only that, I think the ABS II forks are a different diameter than the non-ABS forks of the same model years, and they're completely different caliper assemblies.

Forks of an ABS-I/TCS model yes, those of an ABS-II/TCS no! (unless you also swap upper and lower triple-clamp, front rim, tire, fender, rotors and callipers in the process, and then you'll end up with the massive problem of how to connect those to the brake system of the non-ABS rig... so still a no-go)
