My reading is stuck at 38.7, and hasn't moved during a 200 mile trip. Does anyone have an idea where to start checking? The fuel gauge is still reading accurately, just the average miles per gallon doesn't move. Any suggestions?

That gauge has 3 settings:
1. Average MPG
2. Current MPG - The setting most people use.
3. Off - Shows all "-" or "_" 's
Maybe I should have had "Current" first. I didn't find this in the manual, I found it the hard way. I changed it and wondered what had gone wrong with the display.
It might be this simple.

The average MPG indicator gives you the average since the last reset. If you don't reset it, it's going to give you a very-long-term average that will move less over the short term.

Ed, I would just reset it by holding the button down and then I am sure you will see it change.

What everyone above has already said, or maybe you're just the single-most steady throttle hand on the planet!

To reset the average you need to disconnect the battery. You will also need to reset you clock.
Well that is certainly one way to do it... or you could just hold down the fuel (is it FCD?) button for 3 seconds.
