Cargo tie-downs is a reasonable assumption and one I had as well although I find it hard to believe that Honda would screw up that much at something as simple as a tie down point. I wonder if there was some other intent- maybe something that didn't make it in to production?

It's not really a tie-down so much as it's there to stop a strap you use to lash something to the tail from slipping up the underside.

I think the idea was not to make too good of a tie down point since you're dealing with a plastic rack.
