Hello:
It's not a 'mod' per se, it is part of the emission control system that was fitted to all ST1100 motorcycles that were sold in North America. In other words, the factory put it there. To the best of my knowledge, it has no significant effect on the performance of the engine, other than somehow reducing some form of emission that the Americans don't like.

It's an OEM air injection tube for the PAIR system mentioned above. They inject air to help burn anything in the exhaust manifold that can be further oxidized ( burned ).
If those tubes weren't there and "block-off" plates installed, then that would be a mod.
Consider getting a used genuine Honda Service Manual off EBay - comes in real handy, almost a "must-have".
