Just purchased a 2003 ST1100P it has 13K and runs flawlessly I adjusted the rear shock dialed it down to the low setting I am 170lbs. and then when adjusting the rebound it seems to make no difference on the setting there is not much change is resistance. So I guess my question, is there a way to tell if the shock is shot,can it be rebuilt and
what are the options if not.

The preload adjuster can probably be bled and refilled in order to restore full preload travel. The preload wheel should have resistance after 1/2 to 1 turn. The other link can help checking and adjusting the rebound damping.

Thanks nice video I have a St1100 with original shock is there any info available for this model?

Thanks but this is an aftermarket shock any info on the original equipment?
The shock in the bike in the video is not aftermarket, it's an aftermarket massage of a stock ST1300 shock with the same preload and rebound damping adjustments.
