It wouldn't be pretty, but you could put a block of something between the bracket and the foot pad. If you wanted to be really slick about it, you could have both pieces scanned and 3D print something that would fit everything perfectly.

You could try lowering pegs and flip them up. These give an 1 1/2" range. I have something similar on my ST1300 but for lowering purposes. My also have an index pin so the can be rotated front, back up and down. VFR pegs will work on the ST. At least on the front. I have not tried the rear.
