Seeking clarification on N ST 1100 alternator test

I was back and forth on whether the alternator or the regulator is the culprit not having the specified voltmeter from the Honda manual. Here's the question. If I'm getting a ground at the 3p connector disconnected between the two alternator terminals I'm pretty much done right? The manual states any connector and ground, that test passed. I then tested two of the yellow wire terminals and got continuity between two of them but not any other configuration.
All of this started when I noticed my usual voltmeter reading at 3 to 4 thousand RPM of14.5 volts was at 12.6.
I began a series of voltmeter tests and the final one today with the engine running revealed no AC volts between any of the three terminals at the 3p connector. I feel like I should be going on the 40amp organ donor list for 28A ST's. I can do the work all right but the 500 or $600 expense for this transformation is not as easy.
