Re Goldwing tip over bars (again)

I notice on my ST at the moment that the 10mm hex socket bolts, with which the tip-over bars are to be secured, are not located in the centre of the counter-bored hole in the silver side panel i.e. not concentric.

Help appreciated thank you:

Is this saying the 10mm bolt hole in silver panel is not in the centre of the bored hole - seems unlikely, or the 10mm hole is larger than 10mm perhaps?

Is the location of the bolt off-centre in the bored hole a problem for me fitting a neat bush, or is there some play room in the bolt position?

There is some play between the bolts and the bolt holes in the step-frame. If you loosen the bolts you should be able to align the step-frame with the sub-frame a little better to center your bolts. Bushings will fit in nicely as this is what I did. See the attachments here for pics.
