Well it is done.
The main problem was #2 carb.. Apparently I set so far out when I replaced the adjustment spring the butterfly wasn't closing even at idle which probably contributed to the "0" vacuum indicated. I am guessing the engine was way overbalanced. Once I got it more within range it started to register vacuum and then I could start the sync. process. I probably didn't need the new(old) air plenum/stack, but, the tubes were certainly in better than what I had resulting in a better seal. At least that makes me feel better.
Definitely a learning experience.
