Yep, that's a backrest, all right.

The plate almost looks homemade, and for an 1100. I'm not familiar with 1300 mounting.

Passenger? The plate looks close to a Pirates Lair plate, the backrest isn't even close though (their site says they even discontinued making them in 2018). There are many options out there to see... even overseas and FleaBay.
