CCS-100 trouble shooting

In checking continuity on all the wiring I cannot get continuity on the blue wire? This is the wire with the noise suppresser, will the noise suppressor prevent this check?

Just reset the switches in mine last weekend to increased sensitivity. Don't remember checking continuity on the specific wire you're talking about but I did not cut the blue wire, it's just looped and tied in place. I just hooked everything up per the internet instructions. Are you having operational issues and doing troubleshooting or are you just checking the connections prior to buttoning everything up and testing it out?

Looking through the trouble shooting section of the manual the blue tach wire will have increase in voltage with increase of engine RPM, nothing else noted.
