The passing light and headlight are separately fused.

Thanks I will look into thatThis happened to my son once. It turned out that the right hand switch has a little piece of plastic in it that broke and that kept the headlights from coming on.
From our trip report (2014):
"...the starter switch is held together with a small nylon holder. The one side had cracked and wasn’t holding the switch together, allowing the contacts to lose connection..."

Thank you, after reading your feedback, I had a sticking switch in the starter circuit. A bit of plastic safe contact cleaner and working great, thank you for your help.This happened to my son once.
