Hi, the bike I just bought has one of these attached to the front brake lever mount.. I'm presuming it's for locking the brake when parked on a hill ??

Middleton Handbrake - no longer available, though I have a spare! Very useful when on a slope for instance. Seems to be missing a release spring.

Yep, missing a release spring.
With the spring when you pull in the front brake lever, it disengages.
To engage, you pull in the front brake lever and raise up the handle and it locks the brake lever.
A nice piece of kit - basically a parking brake for a ST1100.
Got them on all 4 of my ST1100s.
