Brake pads ST1100

I have a few sets of front brake pads for ST1100 and need to do a change.

Both are Honda packaged 45105-ML7-405.
The bottom pictured set has a metal backer plate with a sandwiched fiber . Nissin JPM27FF
The top does not. Nissin TT2501HH
Why the difference?
Interchangeable and OK to use either?
 
Reuse the plate. The pads on the bottom of your picture have notches on the tabs. Can’t remember if that makes them front or rears. If you cut the notches in ones without they are interchangeable; however, new rears are too fat for the front though, although can be used if worn down enough.

None of my fronts (no notch), new or old, have that backer plate John. Including in the packaged Honda OEM.
Not necessary?
When I get the old pads off I'll know if they have it or not. Can't remember.

And what purpose do they serve? The plate and the fiber piece in between.

My ‘91 came with plates front and back (as shown in the Service Manual, haven’t looked for a part number, yet) and none of the replacement pads from Honda came with plates. I always reuse the plates. Not a brake expert to explain the purpose. Someone will be along with the answer.

As I understand it, back brakes will have the heat insulation material as the calliper and disc are exposed to much less cooling airflow and are therefore more likely to reach high temperatures. The front callipers and disc are out in the wind and not likely to get so hot.
