BTW it's much easier to ream if you inflate the tire keep inflating until you're done reaming

Also easier to install the plugs into an inflated tire.

I ream, prep the worm, ream with cement, then cement and insert the worm.

Wait five to ten minutes for curing, trim the worm flush, then re-inflate.
