After a little bureaucratic argy bargy, I have just had through the letter from Transport for London confirming that my 2002 ST1300 has been added to the database of ULEZ exempt vehicles, meaning I can ride inside the M25 with no extra costs.
All ST1300s meet the emission requirements for ULEZ, but because until 2007 they were certified to Euro 2 standards rather than Euro 3, approval is not automatic.
If you ever go anywhere near London and fancy doing the same, here is the process:
1. Apply to Honda for your bike’s certificate of conformity using this form. Take care to enter your VIN correctly. Honda Europe are amazing, they sent the certificate to me airmail, it arrived the very next day free of charge.
2. Scan the certificate of conformity and all four pages of your V5 and save as two PDFs.
3. Create an account with Transport for London, if you have not already got one.
4. Register your bike with this form, uploading your PDFs. In the comments box, state that it is a motorcycle not a car, and only has to meet Euro 3 standards for NOx.
5. Wait for a response. If it’s approved, great! If they say it does not meet the standard, email back and query this. I used the text below which worked a treat.

The certificate of conformity that I supplied shows this motorcycle emits 0.088g/km, which is well below the Euro 3 limit making it ULEZ compliant.
Perhaps there has been some confusion with the Euro 4 limit for cars, which is 0.08g/km?
