ST1300 Handlebar... strange thing inside

Hey, does anyone know what this is... its inside my right St1300 handlebar.
With the end knob connected it is possible to turn it. With no visible effect.

It looks like it is a throttle lock of some sort. There are a few out there, but I've never used that type.

That does look like the inside of a Throttlemeister. When adjusted correctly it is a 1/4 turn to lock. Compression against the grip “locks” the throttle.
