Unigo mounting plate

I received my Unigo hitch for my ST1300 and mounting hardware last night. The kit came with the receiver, 4 bolts, washer, and lock nuts. The upper 2 holes lead into the tubular frame of the hitch. Is this common? Since it has the lock nuts I kinda figured the bolts should thread through so they can thread into the nuts on the other side of the mounting plate.

I figured it out. They sent me the wrong screws and didn't fully tap the holes. The correct screws and a tapping tool are on their way. . Free of charge. .
