dust covers interfering with tapered steering head bearing

I am doing some much needed maintenance and upgrades at 88k km, and decided to change the steering head bearings for tapered ones.
First of all the old ball-bearings were well worn (some pitting) so I'm happy to replace them !

Now preparing to install the new tapered bearings. I noticed that the dust covers that were supplied with the bearings seem to interfere with the rolls. When I try the top bearing on my desk, it won't even rotate..
Is that normal ? Is it something that needs to run in ?
 
On closer look, it seems the inner lip of the dust cover is in contact with the bottom side of the cage of the rollers .
When I apply a little bit of pressure, the bearing won't move
If I apply a lot of pressure, the bearing moves freely... Looks like I just have to chance it and install everything

Are you sure the seal cover is not upside down?
