Bike is slightly off center

I just changed my fork seals on my 2007 ST1300. I have gone through all the articles about setting up the axle and pushing down on the forks to get everything straight.
After putting everything together, the bike still feels like its pointing to the right just a little bit. I almost have to push the handlebars with some force to the left to go straight.

Should i just loosen everything again, and try the straightening routine on the bike. Anyone have suggestion what i can do to make sure i have it lined up straight. Because i can spin the
axle with my finger and thumb and slide side to side with no resistance. Everything is tourque'd correctly, any suggestion would appreciate

So... you did loosen the left axle pinch bolts? You can usually see/hear fork move, then retorque the pinch bolts.

If all the normal alignment procedures don’t work I suggest the following because I had a bike with bent upper tubes.
The axle still spun fine using thumb and forefinger test even though the upper tubes were slightly bent.

Take turns spinning the upper fork tubes 90 degrees noting the spacing of the forks on the axle and noting perhaps also noting the spacing of how the fender fits between the forks.

Thank you all for the suggestions. The fender does fit just have to push it a little to get the back of it fitted to the bolts off the calipers.
