The tabs go down...

Are you using the correct clamp? Top and bottom are different.

I think so top has alignment wire on it, these seem to be good, bottoms were loose but all the way screwed in,thought the boots were bad so i bought the isulator boots, from honda ,clamps felt just a bit more snug but screws are still bottomed out and i can move the clamp around with moderate effort, not the fit that i was thinking of

Yes i understand the tabs go to the head, but the fat lip on top can spin 180dgs the lip can be facing in or facing out. Up or down depending on brain function, i have them facing out, or at the top, i think thats the way it goes?

Got it. those tabs face out/up, as shown in the diagram above. Also, here's a good write-up on carb removal/rebuild... in Part Five, it shows/discusses the tabs facing out to aid in carb installation.

Tip - change the top screws to allen heads so the clamp doesn't rotate as you tighten them.

The link in my post above shows the full carb rebuild. Alternatively, you can send them to Billy Carr in Canton, TX to get rebuilt for ~$350. He's known for rebuilding Honda V4 carbs. I used him and was very pleased.

I just rebuilt the carbs on a 3rd gen magna ('97) and the clamps were spinning on those boots also. I have a jar with a 3 to 1, alcohol to wintergreen oil mixture I use to rejuvenate old rubber so I dropped them in that for a couple of days while I cleaned the carbs. These boots aren't pure rubber but the soak made everything tight again. It may be that your boots have dried out a little with age and that is why those clamps are spinning.

I assumed your insulators were new. If not, get new ones. They’re only $13 each.
