Heated pants liner vs. chap liner?

I read on several places and occasions (here too) to buy heated jacket liner instead of a vest, and I agree.
Now, does it mean the same for pants liner and chap liner too?
I'm shopping for the next season (looks like this winter is finally over here in Iowa) and I found on sale pants liner (http://www.motorcycle-superstore.com/41570/i/tour-master-synergy-2-0-heated-pants-liner) and chap liner (http://www.motorcycle-superstore.com/41566/i/tour-master-synergy-2-0-chap-liner)?
What's your opinion? Pros and cons.

I love my full pants liners. I never had a big problem with my legs or butt getting cold but I wanted heated socks, which required wires- and the pants liners I bought have the circuit built in. I figured there might be times when having heated pants liners would add to my comfort level, so win/win.
 
For myself, l use a pant liner. That way l don't get cold or chilled on the backside of my legs. Interestingly, l find l have a bigger issue of my toes getting cold long before my legs ever get cold. I purchased Warm n Safe sock liners. I can't say enough good about them. The two things that work very well with the sock liners are, 1) the sock liner material acts as a wind block, and 2) when l need heat it's hitting the part of my foot that is cold, i.e., the toes and upper fore foot. http://www.warmnsafe.com/heated-socks/

l don't wear heavy or thick socks, and the sock liners are thin enough that they don't cause boot fitment issues.

I'm with Jim, I never even thought I needed socks till I did multi-hour rides in sub-freezing temperatures. Now that I tried, I use them in an hour long ride at even warmer temperatures. The toes weren't cold, but they weren't optimally comfy either. I made a y-cable to use the socks by themselves, but it's just as easy to slip the pants on.
 
I don't use either but if I did, it would definitely be pants, not chaps. Same reason I use a heated jacket liner and not a vest.
