Hitch inside or outside of wheel well area?

Looking to fabricate a hitch for the 95 ST1100 and wondering if the hitch has to go on the outside of the rear fender or if there are some that are inside so its hidden. If there are some on the inside, is there enough clearance for the wheel when you are fully loaded and two up without the tire rubbing on the hitch?

This is on my dirty 1300 but it fits nicely behind the fender and is not too visible when not in use. The only thing I've used it for so far is a cooler.
