Ok so I know this has been quite a while, but I have been really busy and just got around to doing the diagnositc tests, here are the results:
Put the cruise in diagnostic mode and went through each of the steps, the only thing that did not operate as expected was pushing the SET button. When pushing the set button with the bike off I am supposed to see the light on the controller turn yellow and hear a click of the actuator. When I push it the light does turn yellow and I hear the actuator click once. After the first time I do not hear the click again unless I get out of and get back into diagnostic mode. The light will change every time I push the button. Pushing the DEC button I hear a click every time.
So next I turned on the bike and pushed the SET button and the engine speed stayed the same. According to the manual the engine speed is supposed to rise with each press of the SET button and I pressed it at least 50 times and it did not change. So according to the manual I needed to do an actuator test.
For the actuator test I am supposed to disconnect the 4 pin connector and run 12v directly to the red wire. When I do this I hear a click. Then I am supposed to ground each of the other wires and should hear a click for each one. I did this and heard no clicks.
So I guess my question is, would anyone know if this is for sure the actuator and if it is, where is it? I think it is the about 4" round cylinder piece mounted on the side of the bike, but I wasn't sure.
