PR2 --would you mount this

Hi,

I recently ordered a PR2 from eBay and noticed some wired substance in the tire. It looks like it may have been mounted before, but I am not sure. Also, the tire was manufactured about 2 years ago. I am on the fence as to whether it would be a good idea to mount this tire:

Something does not look right, but I am not sure.

could have been the "soap" used to mount the tire

You should be able to tell pretty easily if the tire was ridden before. Just look at the tread.

Is the tread still "Shiny"? I would guess that's leftover release agent from the molding process....

Tire is absolutely new; tread still shiny, small tire nipples still showing, no evidence of ever being ridden. Still has the original sticker, I am just concerned by the substance inside the tire and the age of the tire (1408).

As long as there is no dry rot or cracking I would run the tire.
