In the Fuel Tank image, tube 6 drains the space under the fuel cap but exterior to the fuel tank (where water can collect in rainstorms or where fuel is spilled outside of the neck of the fuel tank). It drains directly under the middle of the bike (is an uninterrupted line). This tube is not the issue.
In the Fuel Tank image, tube 7 is called a 'breather tube' and it is likely plugged or kinked, other downstream lines are plugged. Follow that connection onto the Evap Canister image and you'll see it attached to a more complex series of lines and into the canister itself. If fuel gets sucked into that canister and the fuel doesn't drain through tube 10, there can be a hydraulic lock and your tank will pull a vacuum as the fuel is used. Check the vent line 9 and both drain lines 10 and 13 to make sure they're not plugged or kinked. You may also want to check lines 3 and 11 to make sure they're not plugged or kinked (and potentially purge control solenoid valve #6 electrical operation). Line 11 on the Evap Canister image connects into the Throttle Body Assy image at the 5-way tee (part #5). It's a maze for emissions control.
