Yes, I just started seeing it in my area in the past 6 months. Some of the diesel pickups call for 10W-30 so I guess Shell responded.
15 years/500k miles?
Still looking and waiting for the JASO certification label and number… 
They probably mean if you change the oil per manufacturer's instructions. Do you really think one gallon of oil will last 15 years or 500k miles? If it's too good to be true, it probably is.
II looked at the bottles in my local store, JASO MA and/or MA2 were not among the ratings. There was a JASO rating on the bottle, but it was DH-2. It's likely slick and will probably work, but I'm no expert.
