Just got a ST1300P/PA 2011 and I need help!!!

That looks like you have a bike that was used as an escort bike, not in police service.
As Leondante pointed out, I would gut all the extra-useless extra wiring and crap.
Good luck with all the ground issues, and shorts your probably gonna find.
 
That's a stupid amount of extra wires. Pretty worse than I expected. If you take out the extra-useless extra-wiring the thing will get pretty neat.
See what I mean?? Lol I found about 4 bad cut ones. Everything else looks like pin connectors to either the sirens that were removed or the radio/PA system. Looks like the amp back there is still good and runs to all this extra stuff. I'm just not entirely sure what they went to in the first place. Like each individual wire that's ran. It's annoying at best but most aren't in the way of any of the main wires. I want to keep the strobes (since they still work) and would be curious to see if I could get the siren to work again. (Not on public roads of course) But then there's wires that look like they went to a laptop case or something lol 🤣

Would a police department have designated escort bikes vs just police bikes?

Now that it runs, rather than pull out all the wiring right now, I would just grab a volt meter or a test light. Make sure you switches are all off (except your headlights) on the right hand switches and then verify none of those cut wires have power to them. Maybe after verifying just put a wrap of electrical tape, just in case. You can choose what you want to keep and plan for removal when it is more convenient (like at a tech event). ;)

Biggest maintenance issue is the brakes, they need to be bled every year at a minimum and they seem complicated until you have done it once. There is an article on this just go to the article section and search "brakes". "Avoiding the pitfalls" is very informative, and there is also a brake bleeding video.

The scariest part of the brake system is the secondary master cylinder attached to the front brake. It works very well, but if it clogs up it can prevent the rear brake from releasing entirely which can snowball into a whole lot of problems.

I would encourage you to change all the fluids as you have time. I do this with all used vehicles I purchase just for peace of mind and to know I have a good starting point.

If by "designated" you mean bikes built for escort duty and not police work I'd say not very likely. A police department doing escort work might need to do police work at any given time. Or if a motor is down for repair or service an "escort" bike might be needed to fill in. So it would have to be enforcement-ready. Which civilian escort bikes are not.

Where did you get your bike? Police auction or private party? As a 2011 I'd think that any STPA "escort" bike would have started life as a police bike. What you got could be such a bike auctioned off because of high mileage. An escort company or individual could've bought it then sold it to you.

Honda started selling STPAs to the general public a couple of years later. Someone could have bought one of those and converted it to escort duty. The hodgepodge wiring looks more home-brew DIY than police kit.
 
I’m in the Igofar camp here. Take off all non OEM wiring. You should end up with two Hitachi connectors (if they weren’t cut off) and two relays. There were also 4(?) bullet connectors originally just near the curved part of the subframe. It will be a lot of wires you’re removing. I’ll find a picture of the two. Then make sure it runs, then put your stuff on.

Never mind the white connector. Green and black are your OEM if you still have them. IMG_3393.jpeg

I got it down in Cali from a private party. He buys from a buddy that buys routinely from police auctions. The bike still has all the old sticker looks from where it was in service. 🤷‍♂️

I'm not gonna pretend like I know much about these. There's old residue all over the bike that says City of Gilroy Police. Paperwork that showed transfer from Gilroy Police to 3rd party then to me. 🤷‍♂️

You know where the bike came from. It's still odd that the amp was left in the bike. But that could be a great freebie. I'd get it working for the air horn. That'd be awesome!

That amp may not have one but if it does... Of course that means mounting a speaker. I think there's a mount for one on the left STPA tip-over bar. Or on a crash bar. Or maybe that's not on your ToDo list.
 
Oh I would absolutely love to be able to use that amp and speaker set up! On the left hand side there is still the wires to plug into a speaker
 
She starts and runs!! I'm just worried about if those exposed wires causing a short....and those strobes, are they attached to that pin that I took out? Trying to give power to the strobe but not the sirens or anything else.
Mine was a freakin' disaster when I started to dig into de-policing it. The person who did the electrical needs my boot up his arse!. The Honda harness that travels down the left side has a blue band on it, but far too difficult to remove from the system. Go to the "amp box" in the rear, remove it, and use butt connectors to isolate the harness side from grounding. Remove the two relays in the back. Band up everything in a length of pipe insulation, and lay it down in the rear tail section. Your horn is gone - replaced with a speaker - but the connectors for the factory horn are still there. Oh man, you did a great job!! Thank you for your insights! I'm not gonna lie, that back end has most of the confusing stuff. I am trying to keep the strobes working but I don't have the slightest clue yet on how to do that. It's still a mess back there and the amp is still there. Is it possible to keep the strobes and siren functional?

I would love to have them available not necessarily use them...some private road stuff 😁 and if the siren is wired to the horn, could I just wire the horn to that location? And what the heck am I supposed to do with that amp? How do I know if it's still a good amp or not? Any purpose for it to use now?
 
We are all pointing you to the same bundle of wires. MSgt-R's are cut, but Willsmotorcycle, mine and yours are all intact. Just unplug the two connectors and the 4 jumpers. Remove the accessory you no longer desire and work your way back to the tail wires, it should be fairly straight forward. other than how they routed the wires.

As far as getting the amp and strobes/siren to work, I have no idea... I am going to echo Mellow and say I wouldn't want them on there in case I was pulled over. I kind of go out of my way to get multi-colored clothes and helmets so no officer will assume I am trying to impersonate one though.

Theoretically, it should not be a big deal to trace the wires from said strobes to the power supply point. I say in theory because the wires are likely in a harness wrapped with loom and/or tape. What does the amp feed? I'd guess the siren, if that is electronic, and perhaps a speaker if it has a jack for a mike. Testing it shouldn't be a big deal. Are the various jacks and connectors on the amp labeled?

I'm not sure getting stopped with the siren and strobes (assuming you were not testing them out) would get you an award (think citation). Most LEO's are not going to search the bike because you ran a stop sign or (more likely) were sliding along at 90 thinking you were doing 75. In fact, I think they have to have probable cause. Were you to pull the appropriate fuse then those items would be dead until powered w/ a replacement and even if you/officer/medling kid were to hit the wrong button nothing would happen.

Thank you. That was not the total finished product. I'll have to take another photo when I have the "pig hump" back off the bike. I modified the hump to be a Corbin-Style Smuggler (I wanted to preserve the "look").
On your amp is a model and manufacturer name on the bottom. Google that to download the instructions. It will have a wiring chart. Honda has it's chart in the PA Addendum, but it ends at the amp connection. For the red/blue flashers, simply disconnect them at their wire terminus, and stuff the connections up and away (they should be shrouded connectors).
 
I would disable/remove both.. likely illegal to have on a civilian bike. Why chance getting pulled over if you don't have to. But, it's your bike and I wouldn't let anyone tell me what to do with my bike LOL
Red/blue flashers and siren. The whites should be okay to go (at least in Colorado). The others will earn a set of silver bracelets for impersonating a Police Officer.
 
It's about 22,000 miles here's some pics of the extra wiring at a glance. I did get a new battery just came in so I know it will crank over. I just want to eliminate the extra grounding potential while I'm here
That is a fully complete bike. I would discourage taking any cutters to it.
