It's symbolic.
If your local government does nothing to fix potholes, they will multiply. Repair bills will climb and you will likely have to find a real job after the next election.
Fix the potholes once public sentiment reaches an annoying level and you will likely be reelected, regardless of anything questionable you may have done.
