This is an accessory plug made by Powerlet. It mounts on the left side fairing between the ABS/TCS switches and the access panel to the carburetor drain screw- see the below photo.
Powerlet made good quality accessories. I think that they closed down quite a while ago so these are no longer available, so get it while you can!
I imagine you can mount it just about anywhere.
Powerlet remains in business. I forget the specific details, but the original enterprise did close, but I believe it was some former employees that restarted it after the pandemic and at least the site looks as good as ever. They list several options for the ST1100.

About five years ago, some kindly forum member gave me the ST1300 Dual Rear Socket Kit PKT-028, but alas, it was missing the harness to attach to the battery. I contacted Powerlet and though that product had been discontinued and was out of stock, they made a custom harness for me to the same specs. Very nice people to work with.
Powerlets (the receptacle) are also called DIN outlets reflecting the DIN standards they meet or Hella receptacles. While they were available even when the Powerlet company was in the throes of closing, many of the specialty items were hard to find. That has changed and most everything is available.

There is nothing to prevent a person from installing this plug anywhere on their motorcycle that they wish. The only limitation is if it will fit in the desired location. One of the things that Powerlet marketed this plug for was plugging in a heated vest. Most heated vests had wiring that exited on the left-hand side of the vest making this a logical location. As a result their instructions state to install it in the left side panel as illustrated in the photo that I posted earlier. This is a convenient place to plug in a heated vest but Powerlet also knew that their design will fit in to the space available behind the fairing panel in this location.
This is a well made kit if you need an accessory plug for your ST1100.
