Actually, #3 is the answer theyre looking for, or possibly #2. This puzzle has gotten out of hand, but basically where it is at now is since all tubes are dead ends, the author expects the liquid to run out through the "vent" or gap above tube #3 and run down the outside of the tube and into the cup. Larry mentioned #2 and that is possible if the liquid is running fast enough also. Either way, it's really "grasping". Once this answer has wore out, someone will come up with something more hair-brained, im sureNone.

S1 bits fit switch and receptacle terminals and mounting screws, and S2 bits fit many breaker and panel terminals and cover screws.
I suspect Wendy's management at this location upset the sign installer at some point.
