It's symbolic.
If your local government does nothing to fix potholes, they will multiply. Repair bills will climb and you will likely have to find a real job after the next election.
Fix the potholes once public sentiment reaches an annoying level and you will likely be reelected, regardless of anything questionable you may have done.

Depending on the agenda though...
If its the administration's intend to please them car haters, they rather kill a few hundred parking spots by spending millions on building bicycle lanes all across the city, and leave the rotten roads alone...
