are you browning down the battery because the starter wound rotor [whatever] is stuck? [edit] since you're voltage is apparently dropping I don't think it's relay contacts
my yamaha carb seat o-rings were leaking when I got it [which is probably why I got it] and it was only after riding the bike for a few weeks then forgetting to shut the petcock off afterward that I realized
there was a problem; pulled the twin carb assembly and the boots were filled with gas.

Was surprised by how much pressure developed in the gas tank as I was cleaning my Air cleaner. Removed the rubber around the Gas cap to make getting a the rear screws of the top filter housing easier, it's enough to flood the Carbs and hydraulic the cylinders.
 
Phil go over to the st-riders.net and look for a post I started on converting California carbs to non-California bikes. A fellow there has piped in as he has done the task a few times.

I'm working on the same project and just got down to the Florida house where my St1100's are.

As a side note I always hook up a gas line - IV style to be sure the carbs don't leak before installing.

Someone suggested this plug wrench years back, when I first went thru my 'new' 1100. Pop out the little square hole cover/emblems that just happen to be right over the aft spark plugs and access is acceptable.
 
Thought so, as a retired Transmission mechanic I have way to many sockets, extensions , swivels and Tools. Nothing worked , except the Honda Spark plug tool. Okay I would have to take way more Tupperware off to use my car "Toys" I mean Tools. So Uncle Phil, how's the carb rebuild coming?

Really not carb rebuild as much as a 'venting' rebuild.
I had to decide did I want to vent those 4 'pipes' out the front like a non-California model or out the back like a California model.
Since I had two ABSII parts bikes that I could get to, I picked the one easiest to get to the vent hoses connected to those 4 pipes.
With those spare hoses and connectors I had to do a little 'razor' knife work but I think I've about got it sorted.
I just have to finish installing it and then she how she runs.
The nice thing about being retired and having multiple ST1100s is I don't have to be in a hurry.
It appears the initial carb surging problem was a busted connector but this will let me know if that was the case.

For all those that have (or haven't) wondered why those little square covers are there, now you know. Makes changing plugs a lot easier! Does the 1300 have them?
 
I'm pretty sure that 1 carb float leaking will hydro lock the motor. Doesn't matter if the vacuum valve is working properly.

If I am not mistaken, a full gas tank can be used, with a dead fuel pump in line, to run the motor. The gas will siphon through to the carbs until the level in the tank gets down to near the carb. level. The vacuum valve (if installed) will let it flow through due to the vacuum generated by the running motor.
 
UP, I believe the most important tool you've got is your heated shop! Where I am, this morning's temp was -2 F.
That's about what it was here this morning - the old wood stove felt mighty fine.
You just can't stand over a HVAC vent and get warm .... ;)
 
Well, since this will be the first of my ST1100s to get front/rear cameras and a BSD system, I've got her buttoned up enough for a test ride.
Cables to run so I've left a lot of the bodywork off until that is done.
She seems to idle and rev just fine in the shop and I just resynced the carbs (Flowmeter).
Other priorities for today so she may not see the test ride for a bit.

Nah…. Those little “Maintenance Covers” are for reaching the carb float bowl drain screws:

And Martin has it right - those tabs break off pretty easy - especially when they are 20+ years old ... ;)
