As far as I know all of the components of the HISS anti-theft system that decide whether or not to allow the engine to start are all within the ECM. If a non-HISS ECM is installed I would think that there would simply no longer be an operable HISS so it shouldn't be an issue. John (@jfheath) is quite knowledgeable about the HISS system. Maybe he will know.
Another issue that should be looked in to is whether or not it will capable of being plugged in to the european ST1300. Since North American ST1300's don't have the HISS system there are fewer wires going to/from the ECM. Does this mean that the connectors, or the positions of the wires, are different? I have no idea about that or if there are other compatibility issues.
I do know that the american ecm plugs in but does not start the bike. I have read and seen a video that the only difference is an extra power pin to the american ecm and supposedly you can just splice a wire in to provide power to that pin to make it run. I guess more of my question is has someone done that? If so point me in the right direction. As far as I know all of the components of the HISS anti-theft system that decide whether or not to allow the engine to start are all within the ECM. I can see why an EU ECM in a North American ST won't work because the ECM is waiting for a transponder signal and there is none. I would have thought that putting an American ECM in an EU ST would be like turning it in to a non-HISS motorcycle.

IIIRC had France a tamed version <100HP (with a different pressure regulator, which was sought as lower middle pressure calmed that harsh throttle response of the 126HP engines...)I remember Honda bragging when the ST1300 was introduced that it was designed to meet the emissions standards for all markets, so tuning should be the same. However in some markets Honda has a security system (HISS or some such) with a transponder key that interacts with the ECU. That might present a problem. The USA bikes aren’t equipped with that system.
