Yes, Austria uses an extensive network of traffic cameras for both law enforcement and public traffic monitoring. [1, 2]
Enforcement cameras are widely used across the country's roads, tunnels, and city centers.

But not on unpaved farm/fiel access roads!
They CCTV the motorways, tunnels and currently debating such for the city center (constitutional and data privacy issues)...
No CCTV on rural roads (unless the farmer had set a trail cam, for which he probably rather get sued over above mentioned legal questions, then taking the footage into evidence...)...
