Carb hoses plugged by PO

Ok, going on two weeks of ownership.

When I had my side cover off today, I noticed two vacuum hoses (I'm assuming vacuum) leading from the carburetors. Well, the previous owner had them "very professionally" plugged with screws.

What does this mean?

Perhaps he'd bypassed some emission controls?

Engine runs strong with no detectible issues that I can tell. Runs like a scolded dog, in fact. What did he do and what if any, are the consequences?
 
Picture(s) please. But it could very well be the intake manifold vacuum hoses used to sync the carbs. Where do the hoses originate? And no, they’re not supposed to be capped with screws, they come from the factory with proper vacuum hose connectors, caps and wire ring clamps.

Just a guess though without more info.

What John says! The only odd one may be the right rear vacuum hose which would normally connect to the vacuum-operated fuel tap which is mounted off the side of the airbox cover at the right rear. The fuel tap can fail over time (rubber diaphragm perishes) so it is common to remove these and feed fuel direct from the filter to the carbs. If that has been removed then that hose may have been plugged in a non-Honda fashion. As long as it is vacuum tight, anything can work.

Actually I'm speaking from a non-US position, and it is also possible that you have some additional hoses on your bike for emissions-related bits e.g. a charcoal canister for stray vapours from the carbs and fuel tank and a purge system for that.
 
I'll pop that cover again tonight and get a shot of it. I just remember two hoses sticking out of the proximity of the carburetor area. What you're saying makes sense to me, John--probably sync hoses.
 
I’m guilty of having screws block off the vacuum hoses, the previous owner of my 1990 and 97 had done it and I never thought to go back to OEM
 
Friendly Suggestion: Check to see if those hoses are still pliable. If they are hardening, replace them now while you have the plastic off.
 
Another vote for replacing the vacuum hoses. Invariably, with time, those hoses harden and crack. Since you have the tupperware off it would be convenient to do this now.
 
It is possible that the fuel auto vacuum valve has been removed by a previous owner. It is also possible that the PAIR emissions system has been removed. Not uncommon to see all of this removed with all 4 vacuum hoses sticking straight up just behind the valve cover. Mine is...LOL

As John has mentioned, send along some pix so we can verify.

If you are STill planning on coming up Saturday for the Tech Event, we will take a deeper look into it then.
