Thanks again guy's. I ordered a longer JIG screwdriver. Got it last night and will give it a try today. Removing the motor mount bracket just gave me a better angle on the screw head but I still needed a longer screwdriver. I also have removed more body plastic making it a little more accessible. I'll let you know how it goes today.

I just finished installing my carbs on my 98 ST.
She like brand new again!

Yes the screws are a Mother! to get off and on.
I used some super long drivers from Harbor Freight.

Is it a Philips or JIS? The screw on the STs are JIS and Philips don't work well in them. Back in the '60s all the bike shops referred to the screws as cheesehead screws. They recommended a Vessel Heavy Metal (lol) impact driver if the factory tool kit driver didn't work.

What they didn't know then was that the Japanese didn't used Philips screws and Philips drivers tore up the screws. They also didn't know the factory two piece screw driver and Vessel Impact Driver used JIS bits.

Owning several Hondas I still didn't know that till I got here.

Yes, they are Phillip's head screws, you got to push really hard on them to break them loose or
you could stand a chance on stripping them out! I had to use an impact on the screws on the breather screws to loosen without
stripping them.
Using a hand Phillips, I stripped one.
I had no problems with the 8 clamps that the carb sits on. The boots were dried and hard.
Should change those for sure along with vacuum hoses too.

No, they are not Phillip's head screws. I think the "Phillip's" head screws in Europe are a 3rd type (positive drive???).

JIS screws are similar to Phillip's but not the same. Sometimes they can be interchanged, sometimes not. May be why you stripped one.

Well, I was able to take the carbs off with extra-long Phillips drivers from Harbor Freight no problem.
The Breather screws were the ones that I had to put a impact on to remove. I did strip on of those with a phillips.

There was a ton of it here at one point.

Just a brief into. Philips screws and drivers were supposedly designed with profiles to allow the driver to slip so the screw couldn't be over tightened. And it slips out when trying to loosen a stuck Philips screw.

The JIS screws and drivers were designed with profiles to not slip. A JIS screw could be over tightened I guess but it could be removed without damage using a JIS driver or JIS impact driver.

I've found I can use a JIS driver on a Philips screw but haven't tried it the other way 'round having already learned that lesson.

There was a vendor here once upon a time who sold JIS kit. He demonstrated the difference by holding a JIS screw horizontally and showing a JIS driver held solely by the JIS screw. This isn't the vendor's pic but it demonstrates the point:

Working on my 305 Scrambler I think I would have been hard pressed to find anyone who knew about JIS. Honda and other Japanese bike shops must have known but that info never got to any parts counter I visited. These days you can get JIS kit just about anywhere including Amazon.

I joined ST-O around 2011. From the early '60s till then I thought Philips won't budge? Bigger driver bigger hammer. This was inspite of the factory red-handled driver and a vintage Vessel with (unknown to me) JIS bits and tip. Got schooled by combat-hardened vets then got my two Vessel drivers (#2 and #2 stubby) and life is grand.

I've got this but have had no occasion to use it yet:
