That is a #2 injector fault code, usually wiring related. Got mice? They love the injector harness.
As Paul stated, 1 Long and 3 Short is MIL Code 13, which in my book (03-05) refers to #2 Injector connector being loose or poor contact, open or short circuit or faulty injector. For Ref, Code 12 is #1 injector, 14 is #3 and 15 is for #4. I agree with first step being to take a look under the airbox and see if you have any noticeable presence of critters or damage to the wiring harness. You probably won't be able to tell until you get in there unless there is other visible evidence around your garage that mice may be a problem in that area.
