it has a spring on both sides??
The open side, where the spring is visible, goes down towards the spring.
The closed side, where you can not see the spring, goes up towards the cap.

No, the spring is inside the groove, so it presses the inner seal lip against the fork tube.
The upper seal is right-side up; the lower one is upside-down. See the spring at the bottom?

Seal also has numbers on one side , would the side with the numbers on face up towards handlebars
They are strange.
Is one spring bigger than the other, if so I would say that goes down.
But it's a total guess.

Argh... pattern parts...
These pics show both sides of the same seal ,there is a spring on both side
I'd install them with the smooth side (hence the thicker spring) down...

I've sorted it, numbers go to the top, the two wipers face the oil, drama over
