I have a 2006 Honda ST1300 and would really like to change the shifter from a Toe shifter to a Toe/heel shifter.

Does anyone know if this may be accomplished?

That would require a floorboard, wouldn’t it? As far as I know, it’s not a thing on these bikes.
Several of the small Japanese bikes of the 1960's had heel/toe shifters, largest was the 305cc Honda CA77. No floorboards. Think the HD early Sportster had one also.
If you really want one, take a look at the CA77 shifter, they are available from time to time on Ebay. Maybe that could be adapted or used as a model for someone with some welding expertise.

My 1990's Honda Shadow 1100 cruiser
came with a heel toe shifter and no floorboards only foot pegs I eventually got used to it but I prefer conventional toe shifting only because sometimes when I would slide my boot around on the peg I would accidentally kick the back side of the lever down and force it to upshift when I wasn't intending to.
