I find that atmospheric conditions other than just the temp can make 30F feel either not so cold or colder. Even if no rain.
If the humidity is high, or barometric pressure is low it can feel much colder if just those two were reversed and the actual temp is the same it would seem not so cold. And there are other combinations of factors as well. I look at dew point as well as wind and those other factors to get an idea of how cold it will really feel. Riding in colder weather takes a bit more planning and prep than warm weather riding.

Any good bar muffs, usually, designed for snowmobiles are also waterproof and wind proof and have a bit of insulation inside.
