I know this sounds like the answer is obvious !! The clymer manual refers to item 17 as a lock tab, however, it isn't "locking' anything .
If the screws were hex head and the tab was bent againts a flat on the hex head then I would concur with that statement, however, the screw has a round head and the tab does nothing to prevent the screw turning
Is there perhaps another purpose , does covering the screw head (which the tab does) achieve something ?
On a seperate note, these screws are well and truly stuck in there , I decided to just leave them alone !
