Does this hose have a clamp? It connects to the nozzle at the bottom. I didn't see it in my parts and couldn't find it on the parts diagram or manuals.

No clamp, just push it firmly and all the way on that stub/tube.
I'd also install a new gasket for the "bulkhead" plate, with a thin film of silicone grease applied.
And the blank steel-lip of the tank opening, I preserved with a slight spray of ACF-50 (mine showed slight traces of surface rust, seems I'm out more in bad weather ;-) )
 
My experience with fuel tank disassembly and reassembly has been that if a hose has had a clamp on it, evidence of the impression left by the clamp will be visible on the end of the hose if you shine a bright light on it.

For example, the photo below shows the three hoses that fit into the bottom of the upper tank assembly. The hose on the left needs a clamp... the other two don't.

No clamp. I think that is the pump bypass for when the carb aren't needing fuel. It doesn't matter if it leaks.
